Town Board of Commissioners Meeting Schedule
The Hope Mills Board of Commissioners meets at 7:00 pm the first and third Monday of every month. Meetings are open to the public, and all citizens are invited to attend. Meetings are held in the Luther Board Meeting Room of the Hope Mills Town Hall, 5770 Rockfish Road. Follow the sidewalk up from the back parking lot and enter Town Hall from either side of the building. The Luther Board Meeting Room is visible as you enter the rear lobby. Meetings generally last between two and three hours, and audience members are free to come in or leave at any time. The meetings follow an agenda that includes public comments, old business, consent items, and public hearings.
Hope Mills Planning Board Meeting Schedule
The Hope Mills Planning Board is a citizen advisory board that reviews zoning and development-related issues and proposed projects. These citizens, appointed by the Board of Commissioners, deliberate and provide a recommendation to the Board of Commissioners for final action. The Planning Board meetings are open to the public. While the general public is invited to attend, Planning Board meetings are not generally participatory, unless it is conducting a public hearing on a matter. The Planning Board meets at 3:00 pm the second Monday of every month in the Commissioners Room of the Hope Mills Town Hall, 5770 Rockfish Road.
Board of Adjustment Meeting Schedule
The Hope Mills Board of Adjustment is a citizen quasi-judicial review board that receives testimony and renders judgments on various requests regarding the Town’s Code of Ordinances. The Board of Adjustment also issues conditional use permits. Rulings made by the Board of Adjustment are final, and may be appealed only to Cumberland County Superior Court. The meetings of the Board of Adjustment are open to the public, however, there is no interaction between the audience and the members of the Board of Adjustment, unless it is conducting a public hearing on a matter. In this setting, the citizen members of the Board of Adjustment are “judge and jury” in addressing the legal questions that come before them, and public input to the cases they review is restricted to sworn testimony pertaining to facts surrounding the case in question.
Public Address of the Hope Mills Board of Commissioners (Public Comments)
Public address of the Board of Commissioners is welcomed, encouraged and provided for at the beginning of each agenda, however, many citizen concerns do not require official board action. To most effectively address the Board of Commissioners when a concern or issue requires actual Board consideration or action, citizens should request in writing to be placed on the agenda. Any information or documents supporting a concern or issue should also be provided to the Town Clerk to be included in the Commissioner’s information packets prior to the scheduled meeting of the Board.

General Information:
The Hope Mills Board of Commissioners meets at 7:00 pm the first and third Monday of every month. Prior to each meeting, Commissioners receive an information packet of supporting documents for items of business that are scheduled for discussion and require the Board’s action. In the days before the meeting, Commissioners may then review all pertinent information and be better prepared to make a decision on Monday evening. In order to prepare the agenda packet, the administrative staff needs all information at least 11 days prior to a Board meeting. This gives the Town staff a full work week to devote to your request before the night of the meeting.
In Some Cases:
In some cases, concerns can and should be addressed quickly and efficiently on the staff level, eliminating the delay in waiting for a Board meeting to take place.
If your request to address the Board is of a topic not requiring Board consideration, it will not be placed on the agenda. Instead, these requests will be addressed by those charged with the area of concern, such as Town staff, another governmental unit, etc.
If your request to address the Board is of a topic requiring Board consideration, it will be promoted through the channels and so placed on the agenda. Please note that request topics involving ordinance changes, new legislation or funding may require more time to allow adequate time for staff preparation or required advertising, all according to the circumstances.

The Hope Mills Board of Commissioners is charged with the duties of:
Setting policy;
Establishing goals and visions for the Town;
Guiding implementation of projects that will realize those goals;
Adopting laws to protect the people, property, and environment of Hope Mills; and,
Managing the revenue and expenditure of public funds.
Daily operations of the Town are handled by the Town Manager and various departments.
